International Competitive Bidding

1. Federal Democratic Republic of Ethiopia The Public Servants Social Security Administration now invites sealed bids from eligible and qualified bidders for Turnkey supply & deployment of web-enabled integrated national social security administration system software.
2. Bidding will be conducted through the International competitive bidding process and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
3. Bidding will be conducted in accordance with the open tendering procedures contained in Public Procurement and Property Authority proclamation of the Federal Government of Ethiopia for national Competitive Bid and open to all eligible bidders (latest PPA Version 2011 and amended December 2016).
4. Qualifications requirement includes submission of original documents with its copies of:
   • Software product licensed by the regulatory authority in the country of product development to supply the software product and its inspection certificate.
   • Supplier registration certificate from Regulatory Agency and Software Product Authorization of the software system required.
   • Renewed Trade license
   • VAT Certificate TIN, Tax Clearance certificate required for local Agents.
   • Additional details are provided in the Bidding Documents.
5. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of Birr 5000.00 (Five Thousand Birr) or USD equivalent starting from the date of this publication.
6. The Bid price shall be valid to a period of 120 days after bid opening and must be delivered with in the 46 calendar days from its first date of advertisement on the newspaper and if the opening day doesn't fall on the working day, the bid opening and closing shall be held on the next working day at the same place and time.
7. All bids must be accompanied by a bid security of 10,000.00 (Ten thousand) USD in the form of Cash payment order CPO or Unconditional Bank Guarantee letter from local bank in separate envelope and must be delivered up to 46^th days at 8:00 PM (local time) and opening shall be on the same day at Public Servants' Social security Administration office No 502 at 8:30 PM (local time).
8. Partial bid and award shall not be allowed. And No one is allowed to duplicate or transfer the bidding document that one acquired to participate under this invitation. Legally authorized agents can collect the bidding documents for each principal they are representing.
9. The Bid Security shall be valid for at least one hundred twenty (120) days starting from 28may2023.
10. Bidders shall be required to submit:
    • Sealed, waxed and stamped Technical Proposal including eligibility documents:
      • One original and one copy, and
      • CPO or Unconditional Bank Guarantee
    • Sealed, waxed and stamped Financial Proposal: one original and one copy, at the address below
11. Public Servants' social security Administration (PSSSA) reserve the right to reject all or parts of the bid.
12. Public Servants' social security Administration (PSSSA) will not accept any rebates from selected items of work if bidder wants to give rebate it must be from the total sum.
13. All Bids must include value added tax (VAT) on the summary of the bid price
